The browser won't let you download.

When you download or install a program from the Internet, especially an executable (*.exe), the browser sends you several warnings so you can confirm if it is a program that you actually decide to install. You just have to authorize the browser to download it.

In some, less frequent cases, your antivirus could also be configured with very strict filters, so as not to even ask, and send all downloaded files to “quarantine” in which case you must remove the file from quarantine

Install the software.

Once in the folder, you must install it. "Open as administrator"... You may be asked for confirmation again.
